The Cohasset Conservation Commission approved a critical stormwater permit for the new Public Safety Building at 135 King Street during its August 7 meeting, while putting a hold on the final sign-off for a residential project on Atlantic Avenue due to significant unfulfilled conditions. The unanimous approval for the police headquarters and fire department substation allows the town project to move forward, though it required a separate vote to grant a partial waiver for state-mandated water recharge levels. The project engineer explained the site's limitations, stating, “We have shallow depths to groundwater, an incredibly tight soil, and incredibly compact site... we're doing the best that we can.” Returning commissioner William Ashton questioned the specifics of the waiver, asking, “My only question was what the standard is and how much it's being missed by,” learning that the plan achieves 58% of the required recharge volume.

In a contrasting decision, the commission refused to issue a Certificate of Compliance for a home at 83 Atlantic Avenue, citing several deviations from the approved plans. Commissioners expressed serious concern over the applicant's failure to construct a required stone trench designed to manage runoff. Member Tom Bell recalled the original deliberations, stating, “We were concerned that the direction of flow was towards the wetland and that's why we required it.” The project also saw the death of a large oak tree during construction and the failure to plant two other required trees. “They haven't set up a good situation in terms of good faith,” said Chair Chris McIntyre. “I'm certainly not in a position to say ‘oh sure, let's go ahead’ because there's a significant amount of deviation without consulting us.” The commission directed the agent to inform the homeowner that the work must be completed as conditioned before a certificate will be issued.

The commission also handled more routine matters, issuing Certificates of Compliance for completed projects at 80 Nicholls Road and 80A Nicholls Road. For the 80 Nicholls project, homeowner Peter Shrier confirmed his adherence to the commission's original order, stating, “I know for a fact we complied with everything that the Conservation Commission requested.” Commissioners Steven Magnell and Kathy Berigan both indicated they had no outstanding questions on the approved projects.

Finally, the commission updated its liaison assignments for other town committees. William Ashton was appointed to the Open Space and Recreation Committee, while Kathy Berigan was reappointed to the Turkey Hill Management Committee.
